Two Pioneers of the New Public Management

Stephen Goldsmith, the former innovative mayor of Indianapolis and his colleague have published Networked Government, a prescription for more market-based government. Elaine Kamarck, a former Clinton administration staffer has published The End of Government As We Know It. Both are now at the Kennedy School of Public Management at Harvard University.

Is it the case that the traditional paradigm of public administration is increasingly being supplanted by a new model of governing the public sector based on privatization, competition, market factors and the transition of citizens into consumers of public services?
